Abstrak: Kompleksitas permasalahan konservasi airtanah digambarkan oleh model kaitan sistem (system interrelationship model) yang melibatkan komponen lingkungan airtanah dalam, airtanah dangkal, PDAM, industri, permukiman, pertanian, daerah tangkapan hujan, air permukaan, air laut, serta hukum dan peraturan perundangan. Basis data tiap komponen lingkungan dibentuk atas dasar model data entity-relations. Model data ini merepresentasikan himpunan entitas atau objek dasar (entity) komponen lingkungan, dan relasi antar entitas atau sub-entitas. Tiap entitas memiliki atribut (property) yang hubungannya digambarkan melalui abstraksi data dalam bentuk struktur pohon (tree structure). Agar objek-objek yang terdapat dalam struktur pohon mudah dipahami, maka relasi antar objek digambarkan melalui jaringan semantik (semantik network). Atribut tiap entitas disimpan dalam basis data sesuai dengan susunan predicate, lalu direlasikan melalui aturan (rule) dalam sebuah program komputer basis data dengan menggunakan bahasa Prolog. Aturan dibangun demi penelurusan data sekaligus pembuatan pengguna antar muka (user interface) yang memungkinkan terjadinya interaksi antara program dan pengguna serta mampu menjawab kebutuhan pengguna. Basis data konservasi airtanah Kota Semarang dapat mendukung proses inventarisasi data airtanah secara efektif dan efisien, serta mendukung pemetaan pengetahuan (knowledge) dan pembentukan query agar sistem pendukung keputusan yang terbentuk dapat memberikan rekomendasi tepat bagi setiap upaya konservasi airtanah Kota Semarang.

Abstract: The system of groundwater is described by system interrelationship model that involves environmental component of deep groundwater, shallow groundwater, Water supply company, industry, residential, agriculture, catchment area, surface water, sea water, and law and regulation. The database of each environmental component was formed on entity-relations data model. This data model represents a group of entities or basic object (entity) of environmental component, and relations between entities or sub-entities. The relations between entity and its attributes (property) is described through data abstraction in the form of a tree structure. To perceive the objects in a tree structure, the relationships between objects are described through a semantic network. Attributes of each entity are stored in the database according to the predicate, and then they related through rule-base in a computer database program using Prolog language. Rules is built for data investigation while developing the user interface to allow interactions between the program and users in order to get answer. Database of groundwater conservation in Semarang city is capable to support the inventory data of groundwater efficiently and effectively, and supports the mapping of knowledge and the establishment of query. So that the system can provide appropriate recommendations for groundwater conservation efforts in Semarang city.
