Abstrak: Airtanah sebagai sistem dalam lingkungan dapat digambarkan dalam model kaitan sistem. Kemudian model kaitan sistem dipergunakan sebagai dasar dalam pemrograman konservasi airtanah Kota Semarang untuk membantu pengambilan keputusan. Pengembangan model kaitan sistem diawali dengan identifikasi komponen lingkungan yang mempengaruhi air tanah, data-data yang terkandung dalam komponen, serta pengetahuan tentang interaksi antar komponen tersebut. Berdasarkan atas model tersebut, kebijakan dan strategi konservasi disusun pada skala kecamatan. Kebijakan dan strategi konservasi ditransformasi ke dalam program komputer dengan mempergunakan program berorientasi objek. Sehingga upaya konservasi air tanah berdasarkan model yang telah dikembangkan dapat diperoleh secara cepat. Program komputer tersebut menghasilkan upaya konservasi pada setiap komponen sesuai dengan pola kaitan yang terdapat dalam model kaitan sistem.

Abstract: Groundwater as a system in the environment is described in a system interrelationship model. Then the model is used as bases for computer programming on ground water conservation located in Semarang city to assist decision makers. The development of the system is started from identification of environmental components that give influences to the ground water and identification of the required data of the components and also knowledge on the interaction among components. Based on the developed model, policy and strategy of conservation is arranged within Kecamatan level. The policy and conservation strategy then are transformed into computer programming using object oriented language. Thus the effort on conservation of ground water based on the developed model can automatically be drawn. The computer program can clearly produce conservation efforts for each component as it has been defined in the system interrelation in the model.
