Bandung is located in Catchment area of Citarum River that is heavily polluted by waste water from domestic and industries. Inundation and slum has already been scattered in the Bandung city that is inhabited by more than 2 million people. In order to improve livelihoods of the inhabitants and to sustain the Citarum River and its catchment, the development on sanitation systems in Bandung need to be prioritized.

At the current time solid waste is disposed through conventional ways, ie. Collection and transportation to Sarimukti Solid Waste Disposal located around 40 kilometers away from Bandung. Moreover, most of inhabitants in Bandung do not have private toilet or at least the waste water is directly flows to a nearby river. Only a small number of houses have direct connections to municipal sewerage systems and it flows to the Oxidation Ponds in Bojongsoang located about 20 kilometer from Bandung. The sewerage systems, in fact, do not function well, and to extend the coverage is slow and costly.

The proposed alternative concept is Decentralized Sanitation Systems toward Zero Waste. So it is necessary to install sludge and organic waste treatment systems to promote methane gas fermentation for electricity generation and to produce functional organic fertilizer for replacing chemical fertilizer more smoothly. The treatment systems may serve communities with 2,000-5,000 households to materialize decentralized affordable models in the very near future.

In order to establish the concept, integrated thought through developing System Interrelationship Model on Sanitation System in Bandung has been done. So we need opinion plus positive actions from experts with socio-technology, socio-economy and socio-culture background, in the field of environmental engineering, urban sanitation systems including public health, waste biomass management, bio-engineering, spatial planners, civil/mechanical/electrical engineering, agriculture, cattle farming. Additionally, activists from NPOs/NGOs can share their practical experiences.

Expert Discussion is one of Knowledge Acquisition Techniques that will be applied as an initial step. The improvement of Sanitation in Bandung city will be one of a series of efforts to raise the quality of life in a city. The second step will be for the model project finding in the basis of scrutinizing the targets among qualified experts from Indonesia and Japan.



The main problem to be raised is the bad sanitation conditions that aggravate flooding, river water and ground water quality degradation, and down-grade health status of the city inhabitants. Solid wastes have been piling up such as mountain in the city. Moreover, domestic waste water and human excreta pollute the river water flowing across the city. It is difficult to find new site for continuous solid waste final disposal, since the existing site is located 40 kilometers away from the city. Similarly developing sewerage reticulation systems have been very slow, and the waste water treatment in Bojongsoang faces many obstacles such as its capacity limitation and effectiveness of the treatment. Therefore, it is assumed that the decentralized community-based treatment systems for sludge or biomass-waste utilization could be the target of IJED scrutinizing toward model project finding in the next step.


The scope of the discussion will be on how to develop Community-based Urban Sanitation System effectively for Bandung. The system could cover mainly sludge from domestic waste water and septic tanks plus domestic raw solid waste for problematic landfill as well. It will serve for improving quality of river water and ground water in the long run.

In this discussion, components related to the present sanitation systems will be assessed and scrutinized the alternatives way to restructure them into community-based ones. The components are to be classified into three sub-systems; (1) institution, (2) public participation, (3) infrastructure & technology. 



The Improvement of Sanitation Systems in Bandung for the Sustainability of Citarum River Basin



The objective of Expert Discussion is to mold opinion on how to improving sanitation systems in Bandung. Herewith, investigation on experts’ knowledge and know-how related to a Model Project based on Community-based Decentralized Sanitation System will be conducted. This is one of the initial steps based on the Collaboration between Japan and Indonesia for Model Project Finding on Sanitation.

The results of the discussion will be presented to Policy Makers at local Bandung and National Level. Furthermore, a real physical development is expected to be funded by Central and Local Government together with Foreign Institutions including Japanese ones.



As the problem on sanitation is considered as a highly complex problem, the approach should be done through developing a System Inter-relationship Model (SIM) on Sanitation System in Bandung. Thus, the sanitation will be examined from several points of views in an integrated way.

Herein, government institution related to the scope of the discussion will present their problems. The government institutions are Planning Bureau of Bandung City, Institution of Spatial Planning for West Java, Wastewater Company of Bandung, Solid Waste Company of Bandung, Bureau of Citarum River Basin, and Water Supply Company of Bandung.

Then, the experts will discuss on how to solve their problems under the conductor of class chairs. The flow of discussion is guided by the SIM consisting three topics; these are institution, public participation, and the infrastructure & technology. The results of the discussion will be succeeded into a comprehensive conclusion and recommendation.



IJED will be held in February 22nd 2013.

The IJED is open to experts of several fields of study or various profession. For example: socio-economy, socio-culture, agriculture, cattle farming, civil engineering, mechanical and electrical, environmental engineering, spatial engineering, public health, etc. The number of experts is limited to 100 people. The institutions that will be invited are university, staff of Bandung municipality, Staff of West Java Province Government, Research Institute, Some Research Centers, Non-Government Organization and also Association of Professionals.

Considering the complexity of urban sanitation problems in the study area of Bandung City, it is necessary to gain collaborations with various stakeholders as well as from various related internal and external institutions. In respect to the internal institutions, the proposed activities need to collaborate with sanitation related institutions in Indonesia such as National Research Institute, Indonesian Institute of Science, Ministry of Higher Education, and Ministry of Public Works. The Executive team of the Indonesian side has recently informed the internal institutions. Moreover, external collaboration through JICWES will be expected to strongly support the proposed scheme. The IJED event is part of the collaboration frameworks between Indonesia and Japan on Urban Sanitation Promotion.
